Lake Creek Hydroelectric Project Relicensing

Northern Lights, Inc. (NLI) is preparing to relicense its Lake Creek Hydroelectric Project , located on Lake Creek in Lincoln County, Montana.  Relicensing is a multi-year, mandatory federal process governed by the Federal Energy Regulatory Commission and will ultimately result in a new operating license that will determine operations and guide the management of the multiple resources associated with the project for the next 30 to 50 years. This website will be used to provide public information on upcoming events as well as archive past information pertaining to the relicensing process.

The Project is currently licensed as FERC Project No. 2594; this license expires November 30, 2011 The FERC relicensing process for the Project will involve a variety of stakeholders, including state and federal resource agencies, state and local government, non-governmental organizations ("NGOs"), and other interested participants. Together with NLI, these stakeholders will work to address the operational, economic, and environmental issues associated with a new operating license for the Project.

The Lake Creek relicensing will be undertaken using FERC's Integrated Licensing Process (ILP) regulations. The first major step in the ILP is the preparation of a Pre-Application Document (PAD) to provide FERC, agencies, and stakeholders with available information pertaining to the Project. To collect existing data and identify resource issues, NLI held a series of public meetings the week of July 10, 2005 to solicit input. The final PAD, along with NLI's Notice of Intent to relicense the Lake Creek Project, was submitted to FERC on May 31, 2006. FERC issued Scoping Document 1 (SD1) on June 30, 2006 and held scoping meetings in Troy, MT on August 9, 2006.

NLI filed a Proposed Study Plan on October 13, 2006 and a revised Study Plan on January 19, 2007. FERC issued a Directors Determination accepting the Study Plan on March 08, 2007. NLI filed its Initial Study Report on November 30, 2007. After completing the required studies and analysis, NLI will prepare a Draft License Amendment.
